Line two baking sheets with wax or parchment. Cook sugar, milk, butter, and cocoa powder in a medium saucepan over medium heat. Stir occasionally until the mixture boils.

Let the mixture boil for 60 seconds without stirring, then remove from heat. Combine oats, peanut butter, and vanilla. Mix well.
